Brandon Jones

Founder

Mountain State Emergency Services Consulting LLC was founded by Brandon Jones to help fire departments, EMS agencies, and public safety organizations improve operations, secure funding, and strengthen organizational readiness.

With more than a decade of experience in emergency services, Brandon currently serves as Fire Chief and Director of EMS. His background includes fire service leadership, EMS administration, critical care transport, grant development, ISO improvement initiatives, pre-incident planning, and organizational development.

Brandon holds a Bachelor of Science degree specializing in EMS Administration and is currently pursuing a Master of Business Administration (MBA) with a concentration in Public Administration. He is a Nationally Registered Paramedic (NRP) and Flight Paramedic-Certified (FP-C).

His philosophy is simple: provide practical solutions, measurable results, and real-world experience to help organizations succeed.

Haley Spencer 

Public Relations & Social Media Coordinator

Haley Spencer serves as the Public Relations and Social Media Coordinator for Mountain State Emergency Services Consulting LLC. She manages the company’s social media presence, supports website development, and communicates the company’s mission and services to fire departments, EMS agencies, and public-safety organizations.

With more than five years of experience as an EMT in both volunteer and paid agency settings, Haley has developed a firsthand understanding of the essential role emergency services play in their communities. She also has rescue experience and is certified as a Swift Water Rescue Technician.

Haley is currently pursuing a Bachelor of Science in Nursing at West Virginia University. Her background in emergency services, healthcare, public speaking, and community engagement allows her to create relevant and meaningful content for public-safety professionals.

Haley views her role with Mountain State Emergency Services Consulting as a new opportunity to support the future of emergency services. Her goal is to strengthen the company’s public presence, connect with agencies across the country, and help fire and EMS organizations grow and thrive.
